  3. Unrelated work has been devalued. Eighteen months of non-related work now carries far fewer points, making the match between employment and skills assessment more important.
  4. Applicants with a purely Tasmanian background — no residence, study or work in other Australian states — may receive an additional 15 points.

These settings may benefit applicants already living and working in Tasmania, but they do little for offshore applicants without a local job offer. Tasmania is signalling that it wants people who are already employed locally and likely to stay.
